Enacted Law 4304/2014 on the oversight of the finances of political parties and elected representatives. Created the digital citizens' registry; inter-municipal mobility of 2,827 employees with no layoffs; fiscal consolidation of over-indebted municipalities.

In the harsh era of the (second) Memorandum he made not a single dismissal. Despite the pressure of the troika. He managed to move 2,827 municipal employees by consent (from one municipality to another) so that dismissals of that kind would not take place. His statement, "Not one dismissal from the Ministry of the Interior", was fiercely criticised by a section of the media ("the populist minister"), which highlighted (at his expense) his quarrel with the Minister of Administrative Reform. (Dinopoulos: "I am not dismissing a cleaner who altered her primary-school certificate from the fifth to the sixth grade so as to find work when she lost her father".) In addition: he passed a law (4304/14) on the oversight of party finances (later circumvented), created a digital archive of citizens (a precondition for the rollout of gov.gr) and (with a "clever" legal formula) balanced the budgets of municipalities so that the troika's review could close (it did not close in the end, by a "political" decision of the lenders). His persistent refusal to make dismissals, his conflict with the troika and with the Ministry of Administrative Reform (which did not depart from the troika's unreasonable demands), and the hostility of certain (but powerful) media outlets brought about his (narrow) failure to be re-elected in 2015. His tenure (the second half of 2014) at the Ministry of the Interior, and the behind-the-scenes politics of the period, are described in his book "It Was the Other Half-Year, You Fool", published ten years later, in 2025.

Tabled parliamentary questions and disclosed evidence on the funding of NGOs by the Ministry of Foreign Affairs (during George Papandreou's tenure as minister), and gave corresponding witness testimony before the courts, both at the preliminary inquiry and at trial.
